It's not RS4. Because RS4 B5 was only Avant, wagon. Sedan was only as maximum S4, and it was not so powerful as Avant. So, it's sedan with swap. Not original, but looks good and was made really good. Because this Audi is from Germany, where tuners are living in harsh conditions because all hand made tuning is outlaw. So in this blue Audi may be installed factory parts from original RS4. Looks great and may drive awesome too.
